It is crucial that a VPN service changes its IP address regularly. Internet service providers and government agencies may otherwise realise that anyone with this IP address is using a VPN service.

This in itself is not a problem, since the connection is still encrypted and nobody can see the online activities. But some restrictive governments may still block the VPN’s IP address altogether and prevent anyone from connecting to it.
Streaming services like Netflix check if many users are sharing the same IP address and may block them. Netflix doesn’t like anyone to circumvent the geo-restrictions it has put in place.
