It is crucial that a VPN service changes its IP address regularly. Internet service providers and government agencies may otherwise realise that anyone with this IP address is using a VPN service.

This in itself is not a problem, since the connection is still encrypted and nobody can see the online activities. However, some restrictive governments may still block the VPN’s IP address altogether, preventing anyone from connecting to it.

Streaming services such as Netflix whether IP addresses are being used by multiple users, and may block them. Netflix doesn’t like anyone to circumvent the geo-restrictions it has put in place.
